I’m in the UK and our council has installed some Low Traffic zones in our neighbourhood where if you enter with your car past a certain point you need to pay a fine. The council claims that this is to encourage active means of transport and reduce fumes and improve air quality. Now I’m all up for that but I dont agree with the scheme because i think its not well planned and does not do what it claims to. Given these beliefs how would you go about if you got a fine send to your address?

i have been traveling through the tolls here in florida for years. they are public tolls but they are by “private” corporations and have nothing to do with travel and everything to do with those conducting business on the roads and using the roads for business. what i do is let the tolls add up and then send them a notice to correct the assumption that i was in any way engaged in any commercial use of the highways or byways or operating in any fore hire capacity (even tho i have a commercial plate because i have yet to acquire my private plate. which is possible and i have finally found it). these “low traffice” zones you speak of are for sure operating in the public and regarding commercial use by commercial vehicles, which all motor vehicles are classified as. i would simply send them a notice to correct their assumption that you are operating in commerce as you pass the area. for me it has always worked and i have been doing it for years. when public businesses create roads they always have to respect the right of travel in their agreements. everyone is presumed to be doing business while they “drive” because that is the definition of “driving” as opposed to travel. but the rights of travel must always be upheld, if not the “government” would be stopping our movement and that would be trespass and harm.
